There is a similar discussion happening on debian-devel at the moment,
and it seems that there is at least some feeling that this policy
doesn't apply cases like this. Certainly my view is that if the ABI
is too unstable to make it possible to interchange and mix library
versions and utilities, and distribute separate utilities linked
against the libraries, it doesn't make sense to separate the packages.
