I read the spec, but I think it goes about setting the default the wrong
way. It should be set in the kernel, so we don't have to mess with boot
loader config files. Doing this makes upgrades work, and is less prone
to problems.

In actuality, you've just reminded me of something I was going to do for
edgy anyway. Basically CFQ for our desktop kernels, and deadline for our
server kernels. Even set in the kernel, these defaults can be changed by
the user using the methods you mentioned (boot loader command line
args).
