It's the service-discovery-applet that says that it only want to listen
to the services you selected. Same as every other application does this
(rhythmbox -> _daap._tcp, nautilus -> _ftp._tcp and others).
It is in no way controlled by avahi-daemon, the applications have to
tell which services they want to be notified about and IMHO restricting
it at the avahi-daemon level would be a bug. It's the application's job
to say which services they want and what they want to do with these
services.
