A "Note: Enabling services can reduce system security" link between ? 
and Always enable this that links to a documentation page that explains 
in somewhat simple terms the implications of running more services -- 
this dialog does not make it clear why it asks about this task opposed 
to browsing the web or reading email.

Or, perhaps, a help link that says something like "Why do we ask you 
about enabling this service?".
