New ZeroConf Spec

I feel that this is not really the way forward, I was discussing with
Scott last night on #ubuntu-devel who feels that Avahi should not given
a port exception at this time because it hasn't been around long enough.

I also feel that removing avahi in synaptic is not the way to go about
disabling avahi, that can be done simply by stopping and preventing the
daemon from starting on boot with the /etc/default infrastructure that
is now in debian.
