this is not a canonical way for people running kubuntu (kubuntu-desktop).
(ghelp:// or http://)
Right now, the message is inside /etc/bash.bashrc as simple echo. And it needs 
some adjustments. 

1. Hints on how to disable this message
2. More hints to a local (installed on the system) document where the hints to   
    use sudo the right way are hiding
3. That it can be dangerous to run applications or utilities as superuser.

I think that's all what it needs.

But a more interesting approach could be, to have a documentation about ubuntu 
on your local system, linked from the default index.html page loaded by 
firefox or konqueror shipped with ubuntu or kubuntu.

And additionally the warning inside the console.
