bash completion disabled in default bash installation

Ehlo,

is there a reason for disabling bash completion (or not enabling) in
default bash configuration (/etc/bash.bashrc)? Recent bash packages
(3.1-2ubuntu2) in dapper have bash completion disabled:

# enable bash completion in interactive shells
#if [ -f /etc/bash_completion ]; then
#    . /etc/bash_completion
#fi
