Compressing packages with bzip2 instead gzip?

I'm also a user of older machines (I have installed Ubuntu on several
Celeron 300 & 650 MHz, to give these machines some extra life). My own
experience tells me that slower decompression isn't as big a factor as the
slower download time -- not only when installing but also when upgrading the
system. Also, keep in mind that slow machines aren't usually that fast at
seeking & reading from the CD either.
