Very early on, it was set to 'ntp.pool.org'.
At the moment 'ntp.u.com/org' has the advantage that it can be CNAME'd to
something else fairly quickly. Shipping everything with 'ntp.pool.org'
or 'ntp.windows.com' and then having that disappear or machine knowing
returning data would leave you in a situation with nothing to do about it.
It's like using 'irc.freenode.net' for your published IRC network and then
having the Freenode admins remove the DNS record with no annoucement...

Or having the admins of that IRC network forget to renew the domainname...
