Very early on, it was set to 'ntp.pool.org'.

At the moment 'ntp.u.com/org' has the advantage that it can be CNAME'd to
something else fairly quickly[0].  Shipping everything with 'ntp.pool.org'
or 'ntp.windows.com' and then having that disappear or machine knowing
returning data would leave you in a situation with nothing to do about it.

It's like using 'irc.freenode.net' for your published IRC network and then
having the Freenode admins remove the DNS record with no annoucement...
