Yes, but you won't get any support when you download (only the usual fedora 
support). 
But i'm interested in "Download the OS":

Regarding ftp://ftp.redhat.com/pub/redhat/linux/enterprise/4/en and you click 
on "os" there are only packages for debuginfos and the srpms....no isos, no 
binaries, no possibilty to create one of the RHEL OS CDs :)
