Restricted Multimedia Formats - The Problem

I live in Canada so afaik libdvdcss2 isn't illegal here. I also have a
copy of windows installed on the disk (from which i can seemingly
legally "use" fonts and dll's from). I can install these things easily
enough (well, not on amd64 too easily) but what about everyone else
who we're targeting.

Or how about just a notification when you first attempt to play a file
informing the user of these issues. By default it just doesn't play
it.
