It wasn't exactly removed, it has simply not been implemented yet.

https://launchpad.net/distros/ubuntu/+bug/7839 has been around since before 
Warty, and it contains a lot of discussion about modifying reportbug and 
bug-buddy to report bugs to Malone (formerly Bugzilla).
