There are Debian hints in fortunes-debian-hints. Perhaps the Ubuntu tips 
could be based on those. For example:

   Debian Hint #1: You can report a bug in a package with the 'reportbug'
   command, which is available in the reportbug package.

Would become

   Ubuntu Hint #n: You can report a bug in a package with Launchpad. Go to
   https://launchpad.net/malone ...
