/etc/resolv.conf is blank on bootup

When I boot up my Dapper installation, /etc/resolv.conf is blank. I need 
to manually run /etc/init.d/networking restart to restore it.

I think the problem is that udev sees my wireless card and runs ifup 
before resolvconf starts; thus ifup creates /etc/resolv.conf without 
telling resolvconf, and resolvconf clobbers it. The error I get on boot 
about /etc/resolvconf/run/interfaces not existing would seem to confirm 
this idea, though it's hard to tell for sure.

I can reproduce the effect with /etc/init.d/resolvconf stop; 
/etc/init.d/networking restart; /etc/init.d/resolvconf start.

Is this a known problem? Is there an easy fix? For which package(s) 
should I file bug reports?
