I recall this being discussed, and I think the agreement was made to
just do LTS->NextLTS.
The idea of ensuring working upgrades for LTS->X+n up until the next LTS
was not a good idea because it would over-complicate things. It's a sure
bet that a lot of the upgrade machinery needed for LTS->X+n would not be
needed for the final LTS->NextLTS upgrade path.
Others probably have this better planned out, though. I'm just recalling
the initial discussion, and it was in no way set in stone.
