Can we use new gtk+ libraries over old distro?

If there are no official back-ports then I'd suggest upgrading. Using
library versions other than the ones most of the programs are compiled
and tested against could cause some unexpected results.
But what ever you do don't "apt-get dist-upgrade" it can break your
system. Use the recommended upgrade procedure as documented on the
wiki for upgrading.
