Although GDM/GNOME needs to be fixed to allow logins even in "extreme" 
conditions, I have created a specification especially for your mentioned 
use case and some more. Note that my solution take more of the 
preventive approach then wait when things break[1]. If you are 
interested, more feedback and comments in a "comments" section on  the 
specification page would be welcome.
