Where do I find information on implementing specs?

Hi,

I have written a spec:

and a wiki page going into more details is linked to it.

I have now some code which I am testing. Where shall I store this
code? Do I need to create a bug and attach it as patches? Or better,
is there a doc somewhere describing the process? I found none so
far...
