Like I said in the bug comments:

     1. You don't have this problem if you use 'sudo -e' to edit
        configuration files.
     2. Adding the 'always_set_home' flag in '/etc/sudoers' would solve
        this for both these and other programs, *but* I'm not sure if it
        could cause trouble for other programs, so someone with more
        experience & knowledge about 'sudo' should have a look at this.
