It's used to set the governer to ondemand (over a shell script that sets
it)

In short:
Install sysfsutils with

sudo apt-get install sysfsutils

Open /etc/sysfs.conf and add the line
devices/system/cpu/cpu0/cpufreq/scaling_governor=ondemand
