Since our specifications are wiki pages, passers-by will tend to
assume that they should feel free to edit them.  To avoid this kind of
thing in the future, the spec template should perhaps have a
boilerplate warning about this.  I have added an initial version of
such a paragraph to the top of SpecTemplate.
