Yes something like that might be appropriate for the mentioned use cases. Or 
maybe a team that approves or rejects tags as you proposed earlier. Not quite 
sure what would work out best.

But I guess that these use cases might only cover a small portion of where it 
might make sense to use tags, so it might make good to also hear other use 
cases for tags before making a final decision.
