Build a custom edgy CD, but something wrong

Hi, all.

I have build a custom edgy CD. What I did was add
language-support-zh to the default CD, detail is here:
1.download and put the language-support packages to
pool of edgy CD
2.create new Packages and Packages.gz
3.create new Release file and delete Release.gpg
4.build iso file
5.install it in VMware

This custom CD can install the new language-support
packages, but some other packages can't be installed,
for example, gnupg, ubuntu-keyring, ubuntu-minimal,
etc. And tasksel wouldn't install ubuntu-desktop for
me.

What's wrong?
