Moderated dev list?

I understand what you're saying. However, I don't agree that making the
list moderated represents a significant impedement to user
participation. If anything, the idea is to facilitate such.

The moderator(s) would hopefully redirect legitimate but off-topic posts
to the correct forums, allowing ubuntu-devel to have the "formal
board-meeting style" that is intended for it
