High-res 'bootsplash'

Ok, I've uploaded a new usplash with support for high-res splashes on 
i386 and amd64 (ppc should already manage reasonably well...)

Problems:

1) It won't work. We need to sort out how to deal with the extra device 
nodes it wants.
2) You're unlikely to hit problem (1) because it now build-depends on 
svgalib, which is in universe. And so won't build just yet.
3) It's still a hard-coded resolution right now, only it's 800x600 
rather than 640x400. That'll change.
4) This probably interacts badly with the artwork work that Dennis has 
been working on, but I've already abstracted most of the interesting 
bogl functions - if any more need adding, I can do that without any 
real difficulty.
5) This doesn't add support for more than 16 colours yet. That's 
actually surprisingly fiddly right now, since the image format we use 
for bogl doesn't support more than 16 colours.
