Gnome panel system-wide settings

Hello,

I want to change the system-wide defaults for the Gnome panel. In 
particular, I want to add/remove icons.

I've been researching this all afternoon without success. All the 
documentation is for end users, not admins. I've searched for every file 
with a path including 'gnome' and 'panel'.

Could someone tell me how (e.g. what file to edit) to change the default 
Gnome panel configuration?
