There is much more to implementing this idea than a single patch, and I
certainly cannot comment on whether a change is acceptable without seeing
the code.

That said, we are interested in experimenting with alternative init systems,
including parallel/dependency based systems.

Yes, NetworkManager will take over this duty and operates in the background.
