Actually, Internet Explorer for Windows has long had the Flash plug-in 
pre-installed, as does Netscape.

If you want Ubuntu browsers to be equally capable out of the box, 
contribute to the gplflash <http://gplflash.sourceforge.net/> or swfdec 
<http://www.schleef.org/swfdec/> projects.
