Enhancements in Linux kernel 2.6.13 and possibility to backport

When I use Linux, in maybe about one out of fifteen times I boot my
system my USB port and PCMCIA port does not work (always at the same
time - if my USB mouse doesn't work my wlan card doesn't and vice
versa). I have to reboot to get them to work again. It is said

is fixed in Linux 2.6.13 (at least the USB issue, but I suppose both
will be fixed in this version). I installed 2.6.13.2 yesterday and I
haven't encountered the same problem yet (need more testing, but since
that article says it's fixed...).
Also, it seems that the orinoco driver is updated in 2.6.13 and now
iwlist scan works. Also NetworkManager can be used in a proper way with
cards based on the orinoco chipsets now.
The reason why I'm not filing this as a bug report is that I think it
should be discussed if those patches used to fix those issues should be
backported to 2.6.12 used in breezy, so it is possible to use stock
Ubuntu kernel even if you got a orionoco based wlan card or if you got
problems with the USB at startup. If they aren't the fixes will not be
included before breezy +1 I assume.
I don't got any strong opinions about this since I can compile a kernel
for my self and I don't care about the usplash that much, I just want to
let you know about these fixes.
I understand that this is a little late, but I didn't know of these
fixes before yesterday.
