I vote they are included, the chipsets are used in a large number of 
cards. Website: http://rt2x00.sourceforge.net. The drivers have worked 
fine for me with my RT2500 chipset, for over a year now. Sure they 
aren't perfect, but a functional driver is better than no driver.

But I would imagine the reason they aren't included is because of some 
possible stability problems.
