low breezy hard disk performances

I'm also seeing slow disk access. After upgrade I thought it was
evolution that was being slow - however it does seem to be a general
disk access issue.
I get consistently good results in runlevel 1, but in standard
multi-user mode I get inconsistent speeds, and always lower than the
"init 1" versions:
