It looks like aptitude is getting confused by it's pkgstates. Martin
Pitt reported a similar problem and moving the pkgstates file away
magically solved it.
It looks like it's something similiar to:

aptitude shouldn't honor it's sticky states during a dist-upgrade but
it seems to do that nevertheless.
Can you still reproduce the problem? If so, I would be interessted in
seeing if I can reproduce it with your configuration.
