Hi!

The current implementation of printing privileges is pretty
inconsistent (see [1]): all users can send print jobs, but only
lpadmin members can cancel them.

I'd like to get your opinion about the options we have:

 - Restrict printing to a group "printing" and allow members of this
   group to cancel their own print jobs. This allows greater
   flexibility for privilege management, but breaks upgrades.

   This does not affect the primary user, so we might get away with
   mentioning this in an upgrade note.

 - Allow all users to cancel their own print jobs.

I did not yet investigate what is necessary to achieve either
solution, I like to collect opinions first.
