The ubuntu-server thing for Breezy was a hack. The reason it didn't
happen properly, as you describe, was that I only heard about the
requirement for a server CD about a week before release when already
overloaded with things to do, and I had to implement it in the quickest
possible way in the seeds and on cdimage, which happened to be creating
a new project (there already being plenty of support for that for
Kubuntu, Edubuntu, etc.).
I see no reason why we couldn't reorganise it properly for Dapper.
