the normal procedure is to 
     1. request the software to be packaged
        (http://wiki.ubuntu.com/UniverseCandidates)
     2. get it packaged
     3. get it reviewed
     4. get it included in Universe
     5. get people testing it
     6. request the move to '''main''' (maybe in a Technical Board
        meeting)
