Scanning the USB bus is done entirely in the background by the kernel,
it adds no time during the boot process.
Likewise for the PCI, SCSI, IDE, etc. buses.
We don't actually do _any_ hardware detection at boot anymore, I've been
trying to increasingly use the term "hardware activation" for what we
do.
