Or putting a script in /etc/network/if-up.d? That way ntp-date would get run 
as soon as a network goes up.

I used to start most of my network services via /etc/network/if-*.d. Shaves a 
few seconds of the boot time and the services do not use resources while 
nobody can connect to them anyway;-)
