Announcing the ubuntu-devel-announce Mailing List

For those not in the Technical Board meeting today, you'll have missed
the announcement of the new ubuntu-devel-announce mailing list:

This mailing list will be used to announce upcoming changes to Ubuntu
and other development-related announcements.

It is not a discussion list, and not a place to send ideas or comments
-- those should still be sent to ubuntu-users or ubuntu-devel as
appropriate.
