I just wanted to add a quick thought on this in case I can't make it to
the meeting.

Although I appreciate the need for fixing the bottleneck, and I think
the NewMemberProcess proposal is a really good one, I'm concerned that
the decentralisation involved in the "GrantingMembership" proposal would
negate the point of doing this at the CC: so the central community as a
whole gets to see the cool stuff being done in the wider community and
around the fringes. Delegating membership rights to (e.g.) a LoCoTeam
person for LoCo contributions, would mean that not everyone hears about
the cool stuff being done in that area (except via the Fridge :) and
planet and so on). Imagine in an area where we are trying to involve the
group more in the central community (like the forums). Options A and B
would seriously compromise these efforts, and perhaps even make the
situation worse.

Equally, those contributions would not be recognised "from the very top"
and people might not feel so appreciated (although it's late and I
haven't thought so well about this second point).

So, Option C is the way forward IMO (although I think this is
essentially an extension or application of the NewMemberProcess
proposal).
