I appreciate what you are saying. Can this be said in a more user
friendly way?

People will continue to send mails to ubuntu-devel that is off topic.
Usually this is people that should have sent the mail to ubuntu-users.
By screaming "get out!" to them there is a risk of alienating them. In
the end this could result in a bad reputation.

I think it would be a good idea to compose a wiki page explaining the
concept of signal-to-noise ratio and how important a mailing list is for
an international open source project. In the future the "this is off
topic" mail can include a reference to that page.
