GTK+ Ctrl-hotkeys borked in recent breezy update

Hi,

In the last couple of days (Breezy) all GTK+ applications (except
Firefox - which implements its own widget behaviours) have responded
incorrectly to Ctrl modified hotkeys. As an example, under evolution,
Ctrl-K should mark the selected messages as read, but it is now acting
like Ctrl-I (import). Under gedit, Ctrl-O (Open) is acting like Ctrl-N
(New). Although non Ctrl modified hotkeys seem to work correctly - ']'
in evolution goes to the next read message as expected.

This happens for all users including one with no dotfiles in his home
directory.
