Sure, we can do that. This is all the original poster was suggesting,
AFAIK. It means that things work out of the box instead of requiring
users to go through the first-run procedure. 

It would add a little less than 1mb to the install image.

We already provide RPMs of the runtime, doing DEBs as well wouldn't be
hard. That way users get the best of both worlds, right?
