You might be interested in the GNOME bug about this:

Some solutions were proposed:
  + leave as is (no icon)
  + use a ugly icon for these items
  + use the same icon as the one used in the window list when no icon
    is specified by the program (this seems to be what you're proposing)
  + do not show items without an icon

There was no real decision on this problem, though (the bug is *very*
old). If you can find good arguments for one of those solutions, please
add a comment to the bug :-)
