found it:

root at ubuntu:/var/log # cat /etc/apt/apt.conf
Acquire::http::Proxy "http://192.168.1.22/";

(side effect of my work around.)

Took that out and all is well.

I think apt could use a bit more output when -q=0 - where is the place 
to request this?
