They are already in restricted.  They are not in the ship seed or the live
seed.

We currently do not have enough space on any of the live CDs to add the
remaining language packs, unless we start removing software, so I don't
think we will be adding any more software to them for Hoary.

On the i386 installation CD, I think we have space for avm-fritz-firmware
and drdsl, so I've added them.
