but then why do most gnome icons do it?

even icons shown on the page the above text do it.

Personally, I wouldn't worry about following rules that aren't even
followed by the rule makers. Text on icons are wonderful, making them
much more usable and quicker to associate, IMO. Probably why so many
are like that?
