netboot oddity - "bad archive mirror"

Using netboot images from the following URL as of March 14th 2005 has
some problems:
http://archive.ubuntu.com/ubuntu/dists/hoary/main/installer-i386/current/
When it comes time to select a mirror, I always end up with the "bad
archive mirror" message. Peeking at the 3rd (?) virtual console shows
that choose-mirror was able to wget the Release file from the main site,
but seems to show an unexpanded country code when attempting to retrieve
the second file from the local mirror.
It looks something like:
http://${countrycode}archive.ubuntulinux.org(null)/the/rest/of/the/url
This occurs with both the default install and server. It doesn't seem to
be an issue of network connectivity -- ifconfig reports a proper address
and I was able to wget Google's index page from the console.
I tried again with server-expert and everything seems to work properly
if I manually choose my country code ("US" in this case).
Please let me know if I should file this in bugzilla (which package?) or
if further information is needed.
