request bcel multiverse to universe

The package was previously in multiverse (imported from Debian contrib).
The package has been fixed and is now suitable for universe in Ubuntu.
Debian's package has undergone the same conversion, but is awaiting in
NEW, so it won't be picked up by the ongoing merge for awhile. This
package is part of the JavaIntegration effort in an effort to get Ant
working.
        
There are no licensing issues, it is licensed under the Apache Software
License 1.1.
