Request to remove "winesetuptk" package from universe

Well, you shouldn't.  The program's mostly snake oil, since the
configuration file isn't used that much anymore, and probably by next
Wine release won't be used at all.

Wine is able to create it's own default setup better than Winesetuptk
when it detects it hasn't been configured yet.  Winesetuptk is like 2
years old too.
