Synaptic' "downloading packages" window

Hi,

There seems to be a small HIG problem with the "downloading packages"
window in Synaptic.  Whenever you expand the dialog to show the
progress of the individual packages being downloaded and enlarge the
window, the top "Progress Bar" area expands leaving dead space above
and below the progress bar.

It seems to me that the top area should stick to the top without expanding.

The following "Installing Packages" dialog doesn't have this problem
because you're not allowed to resize the terminal area.
